Enhancing Financial Accountability: ECI and ICAI's New Standards for Political Parties
Introduction
The Election Commission of India (ECI) has initiated the process of discussing it with the Institute of Chartered Accountants of India (ICAI) for preparing specialized accounting templates for political parties. The intention is to make political groups more financially accountable, particularly for their corporate funding which plays a decisive role in sponsoring their operations, including election campaigns.
ECI's Proposal and ICAI's Involvement
Amarjit Chopra, the President of ICAI, stated, "The Commission wants that the accounting standards and the auditing and assurance standards adopted by us should be applied to the political parties' accounts and audits." ICAI is in the course of considering various accounting formats suitable for political parties and is going to submit its proposals to the ECI in a week's time.
Importance of ICAI Standards
The ICAI guidelines prescribe the way in which accounts must be maintained with maximum care so that the financial records can be verified through a standardized procedure by auditors. Currently, regulations mandate that political parties publicly disclose donations above Rs 20,000. The ECI is proceeding further to ensure documentation for all likely sources of funds and is studying a good model to verify receipt and spending of such funds.
Auditor Rotation Consideration
Chopra also raised an appropriate question: "Why can't we recommend rotation of auditors for political parties when the new Companies Bill is making it mandatory for all companies?" This practice could come a long way in strengthening the integrity of financial reporting by political parties further.
Existing Accounting Practices
Despite the fact that political parties possess accounts and undergo audits, the efficacy of their accounting systems has never been questioned. The current mechanisms can potentially miss noting all sources of income and associated expenses, and thus more effective frameworks and compliance requirements are required.
