The Role of MSMEs in Economic Development
Agarwal notes that MSMEs constitute a vital segment of the economy, with their global presence accounting for 90% of businesses, 60-70% of employment, and 50% of GDP. This critical sector not only enhances supply chain resilience but also aligns with numerous UN Sustainable Development Goals (SDGs), such as SDG 1 (No Poverty), SDG 8 (Decent Work and Economic Growth), and SDG 10 (Reduced Inequalities). The United Nations has recognized June 27 as "Micro, Small, and Medium-sized Enterprises Day" to honor their substantial impact on economic progress.
Global Dynamics of MSMEs
On a global scale, the World Bank anticipates a demand for 600 million jobs by 2030, making the development of MSMEs a priority for governments. In emerging markets, SMEs generate the majority of formal employment. The cohesive role of MSMEs in fostering local economies and sustainable livelihoods is also a significant aspect of their contribution to society.
Navigating the MSME Landscape in India
In India, MSMEs represent approximately 63 million enterprises, projected to rise to 75 million. They contribute 30% to the national GDP, account for 46% of exports, and employ nearly 191 million people. To achieve a self-reliant $30 trillion economy, enhancing the competitiveness of MSMEs is essential for their integration into global value chains.
However, challenges persist, including:
- Financial Access: With a requirement of INR 69.3 trillion, only INR 10.9 trillion is available through formal channels, creating awareness about financial reporting is crucial for attracting investment.
- Technology Adoption: Leveraging AI and digitization is essential for optimizing market offerings.
- Talent Retention: Attracting and retaining skilled talent is a challenge for MSMEs aspiring to be globally competitive.
Government initiatives such as PM Mudra Yojana, Credit Guarantee for Micro and Small Enterprises (CGTMSE), and various labor reforms are in place to support MSMEs.
Empowering MSMEs through Chartered Accountants
Chartered Accountants (CAs) are vital in supporting MSMEs by providing:
- Enhanced financial reporting systems to meet compliance obligations.
- Guidance on digital transformation and technology utilization.
- On-ground support in scheme implementation and policymaking to create value.
ICAI’s Partnership with MSMEs
The Institute of Chartered Accountants of India (ICAI) has launched several initiatives tailored to empower MSMEs, including:
- The MSME Yatra, which spans 80 cities to offer mentorship and counseling to enhance export capabilities.
- The ICAI MSME Sahayog program, which provides insights for professionals to develop MSME portfolios.
- Partnerships with educational institutions in various states to bolster capacity-building initiatives.
Small and Medium Practitioners (SMPs), representing 72.6% of the CA profession, play a crucial role in supporting local MSMEs and are positioned as trusted advisors.
Tax Compliance and Economic Growth
SMPs are instrumental in ensuring tax compliance, thereby contributing to improved revenue collection. Tax compliance initiatives have shown a significant increase in overall tax revenue, with a notable rise in individual tax filings over corporate returns.
Vision for a Viksit Bharat
Agarwal envisions a future in which MSMEs and CAs collaborate to lead technological innovation and sustainable practices, which are vital for advancing towards a "New India."
Important Updates
Supreme Court Ruling on Tax Audit Limit
On May 17, 2024, the Supreme Court upheld the ICAI's guidelines on tax audit limits as reasonable restrictions under Article 19(6) of the Constitution, reinforcing the importance of CAs in ensuring transparency and compliance in the tax system.
Startup Sphere 2024
The ICAI will hold the second Startup Sphere event from June 27-29, 2024, in Bengaluru, facilitating connections between entrepreneurs and investors while providing guidance on compliance.
Infrastructure Developments
ICAI continues to expand its local presence, with the foundation stone for the Jabalpur branch building laid on May 22, 2024, and the establishment of its 176th branch in Tonk, Rajasthan.
Examination Updates
The ICAI has introduced the Digital Learning Campus Portal for online learning, enabling flexible education for students. New triannual examinations for Intermediate and Foundation levels will commence on September 12, 2024.
Disciplinary Oversight
The ICAI remains committed to regulatory oversight, conducting 31 meetings of the Board of Disciplinary & Disciplinary Committee during the year to uphold professional standards.
