Importance of ASLAAS-5 Card Number for MPKBY Agents

In accordance with the provisions of the MPKBY Agency Rules, 1972, it is essential for MPKBY Agents to include their ASLAAS-5 card number in the deposit schedules. However, due to challenges in updating these numbers in the Agent Portal of the DOP CBS Finacle System, a temporary procedure has been established until the ASLAAS-5 cards are issued to Agents or until March 31, 2022, whichever occurs first.

Current Challenges Faced by MPKBY Agents

It has been observed that Appointing Authorities in various States are not providing sufficient ASLAAS-5 cards to MPKBY Agents. As a result, these Agents are unable to update their ASLAAS-5 card numbers in the Agent Portal, which is necessary for generating accurate deposit schedules (Bulk Lists).

Prescribed Temporary Procedure

To address the above-mentioned issues, the following temporary procedure is recommended:

  1. Self-Declaration Requirement:

    • If an MPKBY Agent wishes to deposit the RD schedule (Bulk List) without the ASLAAS-5 card number, they must submit a self-declaration in the prescribed format along with the RD Schedule during each transaction.
  2. Verification by the Post Office:

    • The Post Office is responsible for verifying the self-declaration submitted by the Agent. This involves ensuring that all details are accurately filled out and signed, referencing the Agent's letter of authority. The declaration should be date-stamped and preserved alongside the office copy of the Schedule.
  3. Acceptance Criteria for Schedules:

    • When accepting the schedule from Agents, the Post Office must ensure:
      • The ASLAAS-5 card number is either not filled in or noted as "Applied for".
      • A self-declaration for each account missing the ASLAAS-5 card number is provided.
    • Only after confirming these conditions should the schedule be accepted.
  4. Updating the Agent Portal:

    • MPKBY Agents should indicate "Applied for" in the update ASLAAS Number field in the Agent Portal for any accounts lacking an ASLAAS-5 card number. Once they receive the card from the Appointing Authority, they must promptly update the portal with the correct ASLAAS-5 card number.
