New GST Registration Process in Maharashtra and Lakshadweep: Biometric Authentication Explained

Introduction

Applicants selected for verification must have their photograph taken and original versions of their submitted documents authenticated at a GST Suvidha Kendra (GSK). New Functionality: Understanding Biometric Authentication

Dual Pathways for Applicants

Upon submitting the GST registration application (Form GST REG-01), applicants will receive an email containing one of two links:

  1. OTP-Based Aadhaar Authentication:

    • This option is available for low-risk applicants who can authenticate their Aadhaar using an OTP sent to their registered mobile number, without any changes to the existing process.
  2. Appointment Link for Biometric Authentication at GSK:

    • High-risk applicants will receive a link for scheduling an appointment at a designated GSK, where they will complete biometric authentication and document verification.

Detailed Step-by-Step Process for Applicants

  1. Submit Form GST REG-01:

    • Start the GST registration application on the GST portal.
  2. Email Notification:

    • Check your email for:
      • An OTP-based Aadhaar authentication link, or
      • An appointment booking link for a GSK visit, which includes GSK address and jurisdiction details.
  3. For OTP-Based Aadhaar Authentication:

    • Complete the online authentication by entering the OTP sent to your Aadhaar-linked mobile.
  4. For GSK Appointment (Biometric Authentication):

    • Book your appointment through the provided link.
    • You will receive a confirmation email detailing the appointment date, time, and location.
  5. Documents Required for GSK Visit:

    • Print or digital copy of the appointment confirmation email.
    • Jurisdiction details from the email notification.
    • Original Aadhaar and PAN cards.
    • All original documents uploaded with the application (e.g., business address proof, bank details, partnership deed).
  6. At the GSK:

    • Complete biometric authentication (fingerprint/iris scan) and have your photograph taken.
    • GSK officials will verify your original documents.

    Note: All individuals listed in the application, such as Promoters/Partners and the Primary Authorized Signatory (PAS), must undergo this step.

  7. Generation of Application Reference Number (ARN):

    • An ARN will be generated upon successful biometric authentication and document verification, allowing the application to move forward in processing.

Special Scenarios and Important Guidelines

Previous Biometric Verification for Promoters/Partners

Promoters/Partners who have previously undergone biometric authentication in any state or union territory do not need to repeat this step for new registrations, unless they are acting as the PAS for a new entity, in which case only document verification is necessary.

Applicants Choosing Not to Use Aadhaar Authentication

For those opting out of Aadhaar authentication, a visit to a GSK is still required for photograph and document verification, following a procedure similar to that of biometric authentication, but without collecting biometric data.

Strict Timelines

All verification steps, including biometric/photo/document verification, must be completed within 15 days of supporting Part B of Form REG-01. Failure to comply will prevent the generation of the ARN, halting the registration process.

Ensuring Accurate Aadhaar Details

Any discrepancy in Aadhaar details (such as name, date of birth, or gender) may lead to authentication failures. Applicants should verify that their Aadhaar information is precise and up-to-date prior to authentication.

Operational Guidelines for GST Suvidha Kendras (GSKs)

GSKs will function according to the official schedule established by the respective state or union territory administration.

Applicants are advised to promptly book their appointments and adhere to the allocated time slots to avoid delays.
