Biometric Aadhaar Authentication for GST Registration in India: Key Updates
Introduction
The Government of India has announced an innovative biometric-based Aadhaar authentication system and document verification process for Goods and Services Tax (GST) registration applicants in Chhattisgarh, Goa, and Mizoram, effective from December 15, 2024. This update is essential for enhancing security and streamlining the GST registration process.
Key Updates on GST Registration Process
Amendment to CGST Rules
The recent amendment to Rule 8 of the CGST Rules, 2017, allows applicants to be identified based on risk parameters. This identification can be achieved through:
- OTP-based Aadhaar authentication
- Biometric verification at GST Suvidha Kendras (GSKs)
Application Process
Upon submitting Form GST REG-01, applicants will receive an email link that provides options for:
- OTP-based Aadhaar Authentication
- Booking a Biometric Verification Appointment at a designated GSK, including GSK and jurisdiction details.
Appointment Booking
- If an applicant receives the OTP-based Aadhaar Authentication link, they can proceed with the application using existing procedures.
- If an appointment link is provided, the applicant must schedule a visit to the allocated GSK.
Required Documentation for GSK Appointment
When visiting a GSK, applicants must bring:
- A copy (hard or soft) of the appointment confirmation email.
- Details of jurisdiction as noted in the intimation email.
- Original copies of the Aadhaar and PAN cards.
- Original documents uploaded with the application, as indicated in the intimation email.
Verification Process
- Biometric authentication and document verification will be conducted at the GSK for all individuals linked to the GST application (Form REG-01).
- Applicants must complete biometric verification within the timeframe outlined in the intimation email. After verification, Application Reference Numbers (ARNs) will be generated.
Operating Guidelines for GSKs
The operational days and hours of GSKs will align with the specific guidelines provided by the state administration.
Conclusion
The implementation of a biometric-based Aadhaar authentication system is a significant step toward reinforcing the GST registration process. Taxpayers in Chhattisgarh, Goa, and Mizoram are encouraged to familiarize themselves with these updates to ensure compliance and a smooth registration experience.
