Misleading Claims About GST on UPI Transactions Explained

No GST on UPI Transactions Above ₹2,000: Government Confirms Digital Payments Remain Tax-Free

There is no Goods and Services Tax (GST) applicable on UPI transactions—not for values above ₹2,000, nor for any amount whatsoever. Despite recent viral claims suggesting otherwise, the Ministry of Finance has made it clear: no such tax exists, is being planned, or has been announced.

Clearing the Air on GST and UPI

Let’s separate facts from fiction:

UPI transfers attract zero GST: There is no GST imposed on the value of any transfer made through UPI. The Goods and Services Tax applies only to the supply of goods or services—not to the transfer of money, regardless of the method or amount involved.

No Merchant Discount Rate (MDR): GST typically applies to charges like the Merchant Discount Rate (MDR)—a fee usually levied by banks or payment processors. However, since January 2020, the government has ensured that no MDR is levied on UPI person-to-merchant (P2M) payments. This means no GST is triggered, because there is no service fee to begin with. This was formalised through a CBDT Gazette Notification.

No tax threshold exists: There’s also no threshold, such as ₹2,000 or otherwise, that makes a UPI transaction taxable. UPI is a payment system—not a product or service in itself—and so the value being transferred is not liable to GST.

Government Support for Free UPI

The Centre continues to directly support the zero-cost nature of UPI by subsidising the infrastructure behind it. These UPI incentives are paid out to banks and payment service providers to encourage digital transactions and cover operational costs:

  • FY 2021–22: ₹1,389 crore
  • FY 2022–23: ₹2,210 crore
  • FY 2023–24: ₹3,631 crore

This financial backing ensures that UPI remains free for both consumers and merchants, thereby driving greater adoption and convenience across India.

India’s UPI Success Story

India has emerged as a global leader in digital payments, with 49% of all real-time transactions worldwide in 2023 occurring in the country.

  • Total UPI transaction value soared from ₹21.3 lakh crore (FY 2019–20) to a record-breaking ₹260.56 lakh crore by March 2025.
  • Person-to-merchant (P2M) transactions alone contributed ₹59.3 lakh crore, reflecting the system’s popularity among retailers and small businesses.

This rapid growth reflects public trust in UPI’s ease of use, zero cost, and security—a model the government is keen to preserve.

The Bottom Line

Let there be no confusion: There is no GST on UPI transactions, not above ₹2,000, not below. No MDR, no hidden charges, and no tax on transfer value.

The government remains fully committed to keeping UPI free and universally accessible, and urges the public to rely only on official sources for financial policy updates
