There’s been a lot of noise lately online about the government supposedly planning to impose GST on UPI transactions above ₹2,000. Let’s clear this up right away: these claims are completely false.
The Ministry of Finance put out an official statement in April 2025 saying there is no such proposal on the table. In fact, they’ve clearly called these viral rumours "false, misleading, and without any basis."

So, Is GST Applied to UPI Payments?

There is no GST on the value of a UPI payment. Whether you pay ₹1,000 or ₹1 lakh, the amount you send through UPI isn’t taxed.

There’s no Merchant Discount Rate (MDR) on UPI person-to-merchant (P2M) transactions since January 2020. So, service providers don’t charge merchants, and as a result, there’s no GST either.

GST only applies to service fees, if any are charged by a provider (like banks or payment apps). Right now, for UPI payments, there are no such charges, so nothing is taxed.
Government's Ongoing Push for Digital India
Not only is the government not taxing UPI payments, but it’s actually funding them to make them more accessible. Since FY 2021-22, they’ve been running an incentive scheme to encourage more small merchants to accept UPI. Here’s how much they’ve spent so far:
- FY 2021-22: ₹1,389 crore
- FY 2022-23: ₹2,210 crore
- FY 2023-24: ₹3,631 crore
These incentives help keep transactions free for small businesses and make digital payments easier for everyone.
UPI's Massive Growth — By the Numbers
India is leading the world when it comes to real-time digital payments. According to the ACI Worldwide 2024 report, we accounted for 49% of all global real-time transactions in 2023.
UPI transaction volumes have exploded, jumping from ₹21.3 lakh crore in FY 2019-20 to a staggering ₹260.56 lakh crore by March 2025. Out of this, ₹59.3 lakh crore came from person-to-merchant payments alone.
