Proposed GST Rate Reductions for Vehicles: Key Changes Explained

GST Rate Cuts on Vehicles: What the 2025 Proposals Could Mean for Buyers and the Auto Industry

The Centre is weighing a significant round of GST reductions for two-wheelers, small cars, and hybrid passenger vehicles — a move that could make mass-market models more affordable while giving a fresh demand boost to the auto sector.

What’s Being Considered

Two-wheelers (engine capacity below 350cc)

  • Current GST: 28%
  • Proposed GST: 18% Entry-level motorcycles and scooters from makers such as Hero, Honda, and Bajaj would see sharp price drops, easing purchase decisions for cost-sensitive buyers.

Small cars (engine capacity below 1200cc)

  • Current effective tax (GST + cess): 29–31%
  • Proposed flat GST: 18% This would directly benefit popular hatchbacks and compact sedans like the Maruti Swift and Tata Tiago, narrowing the affordability gap between two-wheelers and cars.

Hybrid passenger vehicles (length ≤4m, petrol up to 1200cc/diesel up to 1500cc)

  • Current GST: 28%
  • Proposed GST: 18% The change is aimed at improving the cost-competitiveness of hybrids against petrol and diesel models, nudging buyers toward greener options.

Other passenger vehicles (large cars, SUVs, luxury models)

  • Proposed change: None GST will remain at the peak 40%, keeping high-end vehicles outside the relief net.

Why It Matters

If cleared, these cuts could reshape buyer behaviour in India’s price-sensitive auto market — reviving demand at the entry level, supporting hybrid adoption, and providing a boost ahead of the festive season.

What Happens Next

The GoM is expected to finalise its recommendations soon, after which the GST Council will take the call. Industry executives say any rollout ahead of Diwali 2025 would be a strong trigger for sales momentum.

FAQs

Will bikes and cars actually get cheaper? Yes, for two-wheelers under 350cc, small cars, and compact hybrids. The benefit would flow straight to showroom prices once manufacturers adjust invoicing.

Are hybrid vehicles definitely included? Not yet. The inclusion of hybrids is only proposed, though both automakers and green-mobility advocates are lobbying hard.

Who misses out? Luxury cars, large SUVs, and motorcycles above 350cc — they remain taxed at the highest slab.

When can buyers expect clarity? Much depends on how quickly the GoM and GST Council move. The industry is hopeful of clarity before the festive demand cycle kicks in
