New B2C HSN Reporting Rules in GSTR-1 (From May 2025): What Taxpayers Need to Know

Starting May 2025, the Goods and Services Tax Network (GSTN) has quietly but significantly overhauled the way businesses report HSN details for B2C transactions in their GSTR-1 filings. While these changes may seem procedural, they carry important compliance implications—especially for businesses focused on retail sales or direct consumer billing.

1. B2C and B2B Now Reported Separately in Table 12

Until recently, Table 12 of GSTR-1 treated HSN summaries for B2B and B2C under one umbrella. That’s no longer the case.

  • From May 2025 onwards, Table 12 is split into two distinct sections:

    • 12A for B2B supplies
    • 12B for B2C supplies

This move is intended to improve clarity and traceability in GST returns, especially when cross-checking large volumes of supply data.

2. Dropdown-Only HSN Code Entry

Say goodbye to manual typing of HSN codes.

The GST portal now requires users to select the correct HSN code via a dropdown list, rather than manually entering it.

3. Auto-Filled HSN Descriptions

Once you pick the correct HSN code from the dropdown, the official description of that code is auto-populated.

This eliminates guesswork and inconsistency.

4. Cross-Validation with Other GSTR-1 Tables (in “Warning Mode”)

The portal now checks if the B2C HSN values entered in Table 12B line up with details provided in other parts of GSTR-1—such as:

  • Table 5A (Export)
  • Table 6A (Deemed Export)
  • Table 7A/B, 8 (Exempt/Nil Rated)
  • Table 9A/9B/9C (Amended Supplies)
  • Table 10, 15, and 15A (Advance/Reverse Charge)

But here’s the catch:

  • Discrepancies don’t block return filing yet.
  • You’ll simply receive a warning, flagging the mismatch.

5. Downloadable List of HSN and SAC Codes

Need help finding the correct HSN code? A new “Download HSN Codes List” option lets you export the full database as an Excel file.

6. Product Search Tool Built Into the Portal

If you’re unsure of the HSN code, you can search by product name or trade name directly in the portal.

Once selected, the system will auto-populate:

  • HSN code
  • Product description
  • Quantity
  • Unit of Quantity (UQC
