Project IEC 3.0: Enhancing E-Filing and Taxpayer Experience

Introduction

On October 8, 2024, the Directorate of Income Tax (Systems) issued a notice requesting suggestions for the forthcoming Project Integrated e-filing and CPC (IEC) 3.0. This initiative aims to enhance the current IEC system, transitioning from Project IEC 2.0 to a more advanced and secure version, IEC 3.0. The goal is to deliver an improved user experience while retaining the services of its predecessor.

Overview of Project IEC 3.0

Project IEC 3.0 is designed to modernize the e-filing platform, allowing taxpayers to file returns, submit statutory forms, and access various services through a streamlined interface. The project will also encompass the Centralized Processing Center (CPC), which is responsible for processing returns submitted via both the e-filing portal and the Income Tax Business Application (ITBA). Additionally, the IEC will maintain a Back-Office (BO) portal for field officers to efficiently access taxpayer filing and processing data.

Key Objectives and Consultative Process

As the operational phase of Project IEC 2.0 concludes, preparations for Project IEC 3.0 are underway. This new initiative aims not only to continue existing services but also to introduce a significantly improved system that fosters a secure and user-friendly environment.

The Directorate emphasizes the significance of conducting comprehensive consultations with various stakeholders involved in Project IEC, including tax professionals, department officers, and taxpayers. Gathering their insights into the strengths and weaknesses of Project IEC 2.0, as well as suggestions for enhancements in IEC 3.0, is crucial since this upgrade will considerably influence both departmental operations and taxpayer services in the future.

Formation of Committees

To facilitate this consultation process, Principal Chief Commissioners of Income Tax (Pr.CCIT) are requested to establish committees led by officers of the rank of CIT or higher. These committees will gather and consolidate feedback from local stakeholders. The establishment of these committees should occur within one week of this notice, and a copy of the formation order must be emailed to adg3.systemsincometax.gov.in.

Consolidating Stakeholder Inputs

The committees are tasked with obtaining inputs from a diverse range of officers and taxpayers within their regions. They will compile this input into a unified response, which must be submitted to systemsaincometax.gov.in by November 30, 2024.

The Directorate expresses that it is essential for this task to be prioritized, as the success of Project IEC 3.0 will significantly impact the operations of the department and the taxpayer's experience moving forward.
