RBI Launches New Accessibility Guidelines for Digital Payments for Disabilities
Introduction
On October 11, 2024, the Reserve Bank of India (RBI) released new guidelines aimed at enhancing the accessibility of digital payment systems for persons with disabilities. This initiative aligns with the RBI’s ongoing commitment to promote inclusive banking, as outlined in the Master Circular on Customer Service in Banks issued on July 1, 2015.
Guidelines for Payment System Participants
The RBI's latest directive mandates all payment system participants—including banks and authorized non-bank payment service providers—to evaluate and improve their systems and devices for better accessibility. Key aspects of the guidelines include:
- Modification of Payment Devices: Payment systems and devices, particularly Point-of-Sale (POS) machines, must be made user-friendly for individuals with disabilities.
- Adherence to Established Standards: Participants must comply with the Accessibility Standards set forth by the Ministry of Finance on February 2, 2024.
- Security Considerations: When implementing modifications, care must be taken to ensure that security features are not compromised.
Action Plan Submission
Participants are required to provide the RBI with a comprehensive action plan within one month of the issuance of this circular. This plan should detail:
- Systems/Devices Needing Modification: Identify which systems require changes to enhance accessibility.
- Timeline for Implementation: Outline a clear schedule for implementing these modifications.
The action plan should be directed to the Department of Payment and Settlement Systems at the Reserve Bank of India via email at dpssfeedback@rbi.org.in. It must also include the details of a Nodal Officer for any inquiries or clarifications.
Legal Framework
This directive is issued under the provisions of Section 18 and Section 10 (2) of the Payment and Settlement Systems Act, 2007 (Act 51 of 2007).
